Nangiloc Colignan District Community Association


The community association serves several purposes, primarily centred around fostering a sense of community, managing shared amenities and addressing common concerns among residents.


  • To support other organisations in the community to develop and implement the initiatives identified in the Community Plan.
  • When required, form partnerships with other organisations to achieve community goals.
  • To promote the Community Plan within the Nangiloc Colignan District.
  • To provide a report to the community to inform them of continuing actions and projects.
  • Address issues of current and future concerns.
  • Strive to provide opportunities for all residents to be involved in the delivery of actions within the Nangiloc Colignan District Community Plan.
  • Nangiloc Colignan District Community Association will work with Mildura Rural City Council by acting as an Advisory and Liaison body between Council and the local community, individuals, clubs and organisations. 
  • Nangiloc Colignan District Community Association work with Council to provide valuable insight into the needs, circumstances and future direction of their community.

At the centre of Community Planning is the opportunity to build partnerships between local groups and residents for each initiative that increase community participation and continuously improve community opportunity and services by:


  • Actively encourage local ownership of the Community Plan actions, priorities and activities.
  • Be inclusive and encourage broad community participation in the function of the committee and community planning processes.
  • Actively participate in and support the Community Plan review process.
  • Support wherever relevant and within the capacity of the committee to do so, local community groups, individuals, clubs and organisations, to achieve the actions and activities in the community plan.
  • Review existing facilities, services and operations and identify changes in circumstance within their local area and advise Council of any issues.
  • Be proactive in inviting relevant Council staff and Councillors to committee meetings when appropriate.
  • Liaise with Council and community, supporting and maintaining clear communication channels.
  • Have adequate and appropriate public liability insurance for its operations, events and activities.
  • Maintain a recognised Governance structure as per the Incorporation requirements.

It is the responsibility of Council to support the Community Association and resident input through their local Community Plan in order to better shape the individual needs of each community. The benefits for the Council of a community preparing and supporting their local Community Plan are:


  • To develop a better understanding of the needs of communities.
  • To identify more appropriate strategies in response to the needs of communities.
  • To identify services, facilities and activities needed in each community.
  • To identify those services in which Council has a role.
  • To advocate on behalf of the community to other government agencies for appropriate funding for initiatives needed and identified by communities.
  • To closely assist with and monitor community needs and its changes.
  • To be able to provide improved facilities, services and initiatives that better reflect the community, and are more sensitive to the various stakeholders.
  • To contribute to the quality-of-life issues that benefits each community.

A message from the NCDCA President


The Nangiloc Colignan District Community Plan reflects the commitment of our residents to shaping the future of our district. 


Community planning in the Nangiloc, Colignan and Iraak district is about more than creating a document – it is about coming together to decide what we value most, what we want to protect and where we want to see change.


It builds a sense of pride and ownership, ensuring that the future of our towns is shaped by the people who live here. This updated plan builds on the foundation of the original 2008 Community Plan and reflects the progress we have made since then.


In 2022, we began the process of reviewing and revising the plan to ensure it reflects our evolving priorities and aspirations for the next five years. Through surveys, meetings, and conversations, our residents identified the strengths of our community, shared what they love about living here, and helped shape a vision for the future. 


The result is the Nangiloc Colignan District Community Plan 2025-2030 – a roadmap that outlines the goals and priorities our community has set for itself. It represents the collective voice of our district and will guide the work of the Nangiloc Colignan District Community Association in partnership with Mildura Rural City Council and other stakeholders. 


On behalf of the NCDCA, I thank everyone who contributed their ideas, time and energy to this process. This plan belongs to all of us, and its success depends on our continued collaboration and commitment. 


Together, we will work to turn this shared vision into reality!
